In IIS manager, I compared the handler mappings on both machines to realize that a lot of handlers were missing. The directories along the path you are requesting (in this case, folder) are not being blocked by IIS. But there was something additional in my case. Rick Strahl ran into this a year ago and talked about the solution on his blog.
