The problem was with IPSEng32.dll, which is a Norton Anti Virus (NAV) or Norton Internet Security (NIS) file. Privacy statement © 2016 Microsoft. I checked all during the updates, and IE was running fine until the patch and reboot.
Sorry if in the Previous Comment I made reference to "Vista" and it was incorrect. I should be able to work around the problem.. If you have to go through all that just to get IE to work, it is simply a lousy product. The solution was to uninstall, then reinstall, Internet Explorer.

Use this only as a last resort as you will lose plugins, cookies, passwords, etc. Some users of IE were linking to "C:\WINNT\Temporary Internet Files" instead of "C:\Documents and Settings\User\Local Settings\Temporary Internet Files". before it happened, I opened folder in Full screen mode and PC kinda freezed. Using method 8 I was able to identify IE's NSIB.DLL module was faulting causing the error. x 18 Dave I find that this error constantly appears when I attempt to use Outlook Web Access to reach my exchange server.
